The Putin’s authorities are using the status of Russia (Russia is the exporter of the energetic resources – the petrol and the gas) in order to execute the political pressure on Belarus and to provoke the economical crisis as well as to liquidate the sovereignty of the Belarusan state. The political leadership of Russia, political representatives and even the Russian ambassador in Belarus A. Surikov are talking about it roughly and straightly. They don’t hide their plans of the annexation of Belarus. They plan to carry on the annexation of our country by means of the illegitimate referendum on the so-called “constitutional act” and then they pretend to finish the alleged “unification of the states”.
This is a rough and aggressive Russian policy of the economical blackmail and pressure on Belarus. This policy by the Russian leadership strictly contradicts the clause 3 of the Budapest Memorandum 1994 on the guaranties of the security of Belarus adopted by the United States of America, Great Britain and Russia and signed by Belarus as a sign that Belarus is agree not to possess the nuclear weapons.
The clause 3 is formulated as follows: “The United States of America, Russia and the United Kingdom confirm their pledges as regards Belarus in accordance with the Principles of the OSCE Final Act not to use the economical pressure in order to subject to their interests the rights of Belarus which are inalienable from its sovereignty as well as not to secure themselves any preferences”.
Russia is threatening the sovereignty of Belarus. Because of this fact it is necessary to execute the clause 6 of the mentioned Memorandum. We demand to execute this clause and to carry on the consultations between three countries (the U.S.A., Great Britain and Russia) on the violation by Russia of the taken pledges as well as on the threat to the state independence of Belarus.
This letter will be handed over to the president of the U.S.A. Mr. G. Bush, prime minister of Great Britain Mr. T. Blair and president of Russia Mr. V. Putin in order to take decisions and to act in defence of Belarus.
